Yes, they’ve paid their debt to American society, but because their home country won’t take them back, they’re being released here? There has to be a better solution, but I can’t think of one.
So, what is their status? They aren’t citizens of the U.S. nor of their home nation. Can they work here? Will they be considered permanent residents? This is bizarre. I understand the US Supreme Court ruling that says they can’t be held indefinitely which would be a human rights issue. But, it doesn’t seem that they should get a free ticket to practical American citizenship (and definite citizenship for any children born here) ahead of people who are waiting legally at home.
